Cultural Environmental Assessment Framework

Click here for He Kāinga Taurikura – our Cultural Environmental Assessment Framework

This Framework was conceptualised to guide and communicate the Hapū assessment of environmental taonga.

It is based on our whakatauākī, carved on the waharoa at Tangoio Marae. Our whakatauākī drives the Framework, the waharoa conceptualises it.

The waharoa symbolises:

  • our whakapapa
  • cultural connection with Te Taiao
  • protection – it is a guardian, a place to prepare oneself to enter the tapu of the marae ātea
  • kotahitanga (unity) and manaakitanga as it welcomes and embraces manuhiri

The waharoa of Tangoio Marae. This was digitally traced for the Framework.

Maungaharuru ki Tangitū. Maungaharuru is visible on the skyline, with Tangitū, our moana, in the foreground. The two awa are Pākuratahi (left) and Te Ngarue (right), flowing onto Kuku Reef at Tangoio. This photograph was used to design the background of the Framework infographic, using the colour palette of Maungaharuru-Tangitū Trust.

Development Process

Below is an outline of how we developed the Framework:

  • Drew on Experience: Leveraged many years of experience working with our Hapū and Taiao to inform the framework’s development, ensuring it is deeply rooted in our cultural values and knowledge systems.
  • Engagement: Collaborated closely with Pou Tikanga, Tohunga Reo, Kāhui Kaumātua, and He Tumu Tangitū.
  • Drafting: Created an initial draft of the Cultural Environmental Assessment Framework, incorporating insights from both historical and contemporary Hapū perspectives.
  • Feedback Process: Sought feedback from Pou Tikanga and Tohunga Reo, ensuring the framework accurately reflects Hapū tikanga and kaitiakitanga.
  • Refinement and Finalisation: Iteratively refined the framework based on feedback, ensuring it is robust, culturally appropriate, and ready for implementation
